In many cases, the Federal Police at Frankfurt Airport can issue German passengers a travel document to serve as a substitute for a passport. To obtain a replacement document, you must present another form of official identification, such as an expired passport, an identity card, or a birth certificate. Please allow sufficient time for the issuance; the fee for the travel document as a passport substitute is 32 euros. Travelers of other nationalities can also receive assistance: EU citizens, nationals of the European Economic Area and Switzerland, as well as their family members who are entitled to freedom of movement and are permitted to live and work in an EU country, can apply for an emergency travel document for a fee of 43 euros.
